The link below was very thorough in its explanation of chronic hives. I
would think possibly a combination of 2 newer generation anti-histamines
(non-sedating) might help like cetirizine and Singulair (brand name), as
one blocks anti-histamine and one blocks leukotrienes (do this under the
direction of a physician or other primary care provider). If the mom feels
that dairy could be a culprit, sometimes the bovine proteins in any sort of
beef need to be eliminated as well. There are ways to reduce the irritants
in the laundry, I believe some type of soap powder as opposed to detergent?
and with no perfumes etc. And then add vinegar to the rinse cycle and rinse
with plain water a second time.

I'm not sure where you are located, but here in the southern USA it is big
news about tree pollen which covers the cars and has many of us with itchy
faces, eyes, sneezing etc. This could be a seasonal allergy and then again
with the antihistamine type meds should help and avoidance of the offending
allergen (wear mask outdoors, change air conditioning filters, don't open
windows. etc.
