No they don't have to be done in the first hour!  They are things like: 
vital signs, baby eye care, measurements, Vit k shot, bath, mega paper work, 
etc.  At a MI Hospital that I observed about 12 years ago, after the 
delivery the nurse sat off to one side in the room and worked on her 
paperwork.  Mom, dad and baby were left alone during mom's "recovery." 
Baby's vital signs were checked with baby on mom.  Rest of the "stuff" was 
done after mom was taken to her room, leaving baby at nursery on her way by. 
Another MI hospital had an extra warming table that they scooted from room 
to room to give the first bath WHEN the parents asked for it!  Hopefully 
sometime in first 24 hours :-)  Of course, staff had to use gloves when 
touching an unbathed baby.

I understand why all the stuff has to be done in the first hour, it is 
because the nurses and hospital want it done and documented :-(  Boo Hiss.
