One issue is that many care providers absolutely deny promoting formula,
and feel that they are NOT being bribed by the industry with these
inservices and meals, pens, formula for their own families, etc. Clients
want it, ask for it, so the staff simply provides. They often provide extra
bottles and nipples to help out. The key here is that they are "helping."
So, unless the wording is specific, many caregivers will think that the law
does not apply to them. Judy
