Ah yes. I think that you will find most hospitals run into this type of problem. I truely believe that there are two reasons why   1) lack of education (both parents and staff), 2) Ease of formula when things aren't going by the book. 
Somethings that you can try
1) Make sure all staff is educated. The more educated the staff is on breastfeeding the less they are willing to 'supplement' with formula. Dr. Jake Newman has a great book on his site - it talks about the first few days and a protocol to follow for non-latching infants. (It's normal for a newborn not to eat every 2-3 hours). 
2) The use of words can mean a lot. It is much different is you hear a nurse say "All you have is colostrum right now." Compared to "The milk that you are supplying right now is called colostrum. This milk is very special because ......"
3) Get the doctors on board. If you can make the use of formula something that has to be approved by the doctor. Lock it up in a cabinet and if the patient/staff feel they need to use it then they will also have to page the doctor and get an order from the doctor. 
4) Have a consent form that parents need to sign if they want to use formula. Explain the benefits of colostrum, what is to be expected in the first few days, and of course the potential for hazards of using formula.
