The 10 steps to successful breastfeeding mention unrestricted breastfeeding from the start as one of the important factors in establishing milk supply (and keeping babies happy!).  The 10 steps are based on solid documentation about what makes breastfeeding work best.   

What part of 'unrestricted' does the hospital in question not understand??  I am seconding the motion to ask the hospital to supply evidence for the non-harmfulness of the advice they are giving.  Must say, in my hospital we would have a problem finding enough police (or perhaps parking lot attendants would be better suited) to enforce the 'strict 15 minute limit'.  Who does it there?
