You can contact a printing company that prints promotional items and get a quote on having the plastic bags printed.  You can also check into cloth bags. They have stock artwork that you can choose from, or bring in your own artwork. Some health departments and hospitals have contracts with certain companies, or you may have to get a bid from a couple of companies.
