Either her cervix was more than slightly open, or this doctor has no 
idea what he is talking about.  A slightly open cervix happens as a 
natural part of a woman's fertility cycle!  Some women even find their 
cervix opens far enough to admit the tip of their finger on the most 
fertile days of a cycle. 

I'll leave the old wives' tale about safety for others to answer.
