Annette,
I'm not too familiar with posting so please bear with me, if this is not
appropriate.
It appears you, as well as your mother have experienced the medical run
around.

The mouth grows at a very fast rate, as I'm sure your aware of This is the
reason some pediatricians will say wait and see how things go.
If the frenulum is clipped, the child "may" experience the tongue protruding
at night while sleeping.
Most pediatricians are not looking at preserving the mothers breastfeeding
experience.
I hear your frustration and  your wonderful attempts to help this mother are
not unnoticed.

I have many articles on Ankyloglossia.Allison Hazelbacker developed a scoring
system on Lingual Frenulum Function which might be of some assistance to you
as well as your physicians.
A few journals that might assist in obtaining some evidence research are JHL
