If baby is a girl, she could potentially have Turner Syndrome.  There is
no need to wean for Turner syndrome.

The baby could also have a severe case of cystic fibrosis, and already
be protein deficient.  In that case, breastfeeding with pancreatic
enzymes is the answer.  If it is CF, the swelling will return after a
few weeks on formula, and the baby will have the lost the important
infection fighting properties of breastfeeding.

There are other potential reasons for the swelling, but these are two
common ones.
