This not a "UNICEF statement" but a quote from an individual person.   It is 
a great one though!
 James Grant, former head of UNICEF made this  statement years ago and it 
used to be quoted in LLLI's The Womanly Art of  Breastfeeding, but is not in the 
later editions. For some reason, Frank Oski is  said to have said it, but I 
remember it being a Grant statement years  before...
