Everything I know about the subject:

The Texas Department of Health is proposing legislation that will
mandate reimbursement of certified lactation consultants by private and
public insurers for breastfeeding support services and equipment.

We may need to license IBCLC's.  Currently, that is the ONE loophole
that keeps insurance companies from reimbursing private LC's - even if
the services were prescribed by a physician. In Texas.
