Jan asks:
if you purchase an item at a  store and you send in a copy of the
receipt and the code on the box, and the  company sends you back $25
as a rebate, is that a kickback?

Jan, what you describe doesn't sound like a kickback to me. It also
doesn't sound like what is happening between formula manufacturers,
mothers, and WIC.

In the case of WIC, if I have understood correctly, there is a
contract between WIC and the formula manufacturer so the actual
consumer of the product (formula) is not in fact the purchaser.  The
consumer has a voucher for a particular brand of formula, turns in the
voucher at the store, and because the manufacturer has a deal with
WIC, that manufacturer gets a higher market share than other
manufacturers - and to show their 'gratitude', they 'share' a little
of their profits with WIC who has helped them boost the sales of their
particular product.  My smell-test equipment reacts a bit differently
to the two above scenarios.

Please someone correct me if I have misunderstood the machinations in play here.

Hardly anyone who works with breastfeeding gets to do so without
having to swallow a lot of camels (swallowing camels is Norwegian for
uncomfortable compromises).  Nikki points at one of the camels WIC
employees have to swallow.  I won't bore anyone with the description
of the camels on my plate when I am at work.  Some of my best friends
are or have been WIC employees.  We know you do fantastic, necessary
work and we all want you to be able to go on a camel-free diet.
