I do understand that the Code is not "law" in the US.  Apparently only 16
countries in the world have passed legislation to give effect to the Code
(Zimbabwe included - 2 versions, one in 1997 and one in l998, and it's by no
means perfect yet).  Nevertheless, seeing we had ratified it, we did have a
kind of "gentleman's agreement" that we would abide by the Code for many
years before it actually went through Parliament.  The International Code
was developed as a set of voluntary guidelines to prevent the health of
babies being sabotaged for commercial gain - it's a matter of ethics, not
law.  And the notion that the Code was designed only to protect the babies
in poor, under-developed countries is erroneous, as we all know.

I share Jack's view that more could be done on the Code and the BFHI, here
too Pat in spite of your envy of our 43 BFHI institutions - but it takes
vision and "political will".
