Dear Lactnetters,
I write to ask for your support for the state of Maryland's House Bill
642 (HB 642).  The hearing on the bill is on February 27th in the House
Committee on Economic Matters.  PLEASE, especially Md. residents, call
or write before the hearing date to tell legislators how important this
bill will be.  This bill is called "The Maternal and Child Health -
Lactation Project" and states:
  A. The General Assembly finds that:
        1. Breastfeeding is an important and basic act of nurture that
should be encouraged in the interests of maternal and child health and
family values;
        2. In compliance with the breastfeeding promotion program
established under the Federal Child Nutrition Act of 1996, breastfeeding
is the best method of child nutrition; and
        3. A mother is responsible to both her job and her child when
she returns to work, and her choice to breastfeed benefits her employer,
her family, and society.
  B. An employer may use the designation "Family-friendly" in its
promotional materials if the employer develops a policy that supports
the practice of workplace breastfeeding by providing:
        1. a private place in which to express
        2. access near the private place to a clean, safe water source
with a sink.
        3. access to hygienic storage alternatives in the workplace.
        4. a work schedule with flexibility for breastfeeding, including
breaks and work patterns to provide time for the mother to express her
milk or breastfeed.
  C. An employer who uses this designation shall submit its policies to
the Dept. of Labor
  D. The legislation also includes a demonstration project for 2 years
to be reported on to the legislators toward the end of this time.  The
demonstration project will have a fifth component that is "information
about access to a trained lactation specialist to provide breastfeeding
education and support".
