OK, let's shift the frame around a bit and see what comes up. Looking at
the FAS website, let's imagine a website from the government that says:
"All Minnesotans need to know:
There is no known safe level, time, or type of breastmilk substitute to use
during infancy."
And
"Using breastmilk substitutes such as infant formula is a risk to a woman's
health and her baby's health. Are you willing to let her take that risk?
Help new mothers stop using substitutes for breastmilk because the stakes
are too high."
Of course, for this to be really effective, one would need to have:
a) enough support so that breastfeeding success was universal and
supplementation hardly ever necessary;
b) enough administrative support so that there was always banked human milk
available to every infant whenever needed.
