There was a study >10 years ago done in Costa Rica focusing on increasing breastfeeding skills or rates. A reported unexpected side effect was fewer babies abandoned to the hospital. More of these mothers were taking their babies home with them. 
Maybe if you search "Costa Rica" and "abandonment" in your medical publication search engines, you can find this study.
