Hi Julie 
In answer to your teacher's question, I would give her information about minimising the infant dose (with realistic but not alarmist or sensational information about health risks).  As a health professional, my relationship of trust with my patient/client requires that I refrain from judgement, keep confidentiality and answer her questions based on the best available evidence.  This does not sound like a child in danger to me (so no need to report) but a careful and responsible mother whose values may well differ from mine. For her, the benefits of a 'night out' clearly outweigh the health risks to herself and her baby (which she is keen to minimise).  I would rather she continue to seek good information from me about risk minimisation so I would be very careful to protect the trust she has in me.
