This is a breast bud. Congratulate her, she's becoming a woman.
One side usually starts before the other.
I'd make an event of it and suggest that she and Mom go out for lunch to
celebrate. (yes, I'm serious) This sets all the "changes" coming into a
positive framework and will help maintain a open channel for future
dicussions of "growing up" stuff.
