Maybe not officially, but I got an e-mail from Anna Utter today, at IBLCE.
I wrote to request that they send me in .pdf format their disciplinary
procedure since the website wasn't working.  I was surprised, to put it
mildly, that she wrote this:

"Attached is the pdf document your requested.  Yes, we are having many
website issues lately but are on track to get them addressed very soon.

FYI, the IBCLC Scope of Practice was written for the person with no other
credential besides that of IBCLC.  If you have another credential that
allows you to practice outside scope of practice for an IBCLC, you may do so
under that credential.

So, why on earth would anyone with a valid credential go to the trouble of
getting certified as an IBCLC?  I've asked Anna just that, and if she
replies I'll share it here.
