A few suggestions: 1) Learn manual expression. She might use the pump or her
toddler to help initiate a milk ejection, then manually express her milk.
The Marmet technique may work for her. Patience, finding exactly where she
needs to place her fingers on her breasts, frequently switching sides is all
key to success at manual expression. 2) Perhaps there are larger
breastshields available for her pump which might put pressure exactly where
she needs it to be for maximum expression.

Hope this helps.
