Sounds like stupid bureaucratic rules to me.  Really STUPID.  How about
appealing to JACHO re: ruling and pointing out the importance to moms and
babies and success with BF.  I would challenge their "new rules."  It will
simply spread across the country and ruin "boarder" set-ups for everyone.
Since you are the lucky first one you get to do the challenge and we will
back you up.  Get an address, find out their rationale for such a (dumb)
rule and put it out on the net for us to respond, protest.  We'll back you
