Duh, breastfeeding usually includes a baby attached to the breast.  If
your legislator wants to make a distinction, "it ain't indecent exposure
if there is a baby attached to the breast".

However, in dowdy Ontario, it is now legal for women to walk around bare
breasted.  There has not been an epidemic of bare breasts at the grocery
store.  Of course, we Canadians are far more reserved, and it has been a
cold spring.
