There is an article by physical therapists on oral stimulation to
improve sucking skills in preterm infants that supports your colleague's
approach.  Chele Marmet has also published extensively on this.  While
we don't want to stick fingers in every baby's mouth, but when a baby
does not seem to know what to do, this can be helpful.
