1996 Rudolphs Pediatrics says
A peculiar form of congenital neurogenic ptosis occurs in this Syndrome.
 This syndrome is seen in 6% of all patients with congenital ptosis.  An
aberrant connection exists between the motor division of the fifth cranial
nerve and the levator palpebrae superioris muscle.  The syndrome may be
detected in infancy if a ptotic eyelid winks, during the breast or bottle
feeding.  In childhood and adulthood, the height of the ptotic eyelid can be
influenced by jaw position.  The syndrome often becomes less apparent with
time and may not require surgery.
