I agree with Ruth,  I don't think a nurse-in  would serve any useful
purpose here.  Since she has an atty husband go the legal route with her
handy pro bono spouse!  Take the disagreement up a notch or 2.  A letter
from a lawyer will get lots further than a nurse in.

Just because the shop owners don't agree with a new law is no reason not to
obey it.  I don't agree with some  laws (ie: speed etc.) but I try to  to
do  my best to comply (if I'm not too late as usual:-) for the public good.
 That is what the law is about.
