Just a suggestion - before this girl decides to have surgery, I would really
encourage her to try some different bra types.  There are some excellent
designs now for large-breasted women which provide good, comfortable
support - no bra straps digging into your shoulders! Some are fairly
expensive but IMHO well worth the price.
