Someone had posted re: Healthy People 2000, wanting to know who was Surgeon
General at the time the initiative was started...
Here's some info I have, I hope it's useful.
"In September of 1990, Healthy People 2000: National Health Promotion and
Disease Prevention Objectives was released by Secretary of Health and Human
Services Louis W. Sullivan, M.D.  ....
"Healthy People 2000 sets three broad public health goals for the 1990's:
* Increase the span of healthy life for Americans
*Reduce Health disparities among Americans
*Achieve access to preventive services for all Americans.
To help meet these goals, 300 specific objectives were set in 22 separate
priority areas....The year 2000 health objectives succeed the 1990 health
objectives that were set in 1980 following publication of "Healthy People:
The Surgeon General's Report on Health Promotion and Disease Prevention."
 Several themes distinguish Healthy People 2000 from past efforts, reflecting
the progress and experience of 10 years as well as the expanded science base.
A greater emphasis is placed on health outcomes other than premature
mortality, reflecting a new appreciaton for the prevention of illness and
disability that impair quality of life...."
