This is definitely unusual and needs investigation.  It is not likely
caused by breastfeeding unless the mother is taking large doses of
hormones for some reason.  Sometimes certain drugs the mother is
taking could have an estrogen effect on the baby.  These would be
unusual causes.  The baby needs to be seen by a pediatrician or a
pediatric endocrinologist.
