I've never heard of specific quantities of water being prescribed. 

All the research I've read supports not giving water when a baby is exclusively breastfed.  I don't remember specific research articles but every maternal and child nutrition course I've taken suggest adding water to thirst once a baby is eating solids.  I've never heard of it as being considered as a supplement for breast milk, it is merely extra liquid for the body that is not consuming solid food.  I've never seen any research to suggest that giving water in the usual quantities that a baby is willing to drink interferes with breast milk consumption.
