Dear Barbara,
     On the licensing question, maybe the attorney should take it up with
the STATE you live in, you have no control or input in licensing
requirements.  Milk can be pumped, but in high quantities mostly when a
mom and baby are separated.  How far apart do mom and dad live from each
other?  Can morning and evening breast feedings be arranged?  Also,
pumping is second best compared to the baby in stimulating a milk supply,
and most mothers experience a drop in milk supply with prolonged pumping.
