Dear Knowledgeable Lactnetters!

I am trying to find the quote of, I think, the surgeon general of the U.S. that said something like: if we had one substance that would heal etc.....we would insist that everyone use it....that's breastmilk..." Ring a bell to anyone?
I'd be thrilled if someone could send me the correct quote and who and when it was said.
