One of "my" moms had a baby who had similar symptoms.  It turned out the baby
had a cyst obstructing much of his throat, which had to be removed surgically.

It might also be worth pointing out that this mom went back to her caregivers
several times, even getting second opinions, being told "nothing is wrong," or
that something was "wrong with her milk," before the last pediatrician saw the
baby failing to thrive, diagnosed the condition, and rushed the baby to a
teaching hospital in a nearby larger city, where he almost died before he had
the operation.
