Donna,
In this situation, it is likely that there is a sensory and/or
neuromotor basis for this child's failure to self-feed solids.  I do not
believe in the window of opportunity theory, having witnessed a wide
range of ages at which healthy children began to eat solids (5-15
months).  This child would probably benefit from seeing an occupational
therapist.
