I'm sorry you had such troubles with the hospital policies.  I'm having the same
problem as the hospital LC.  So far we've been able to go through the volunteer
office - then the student has ID which allows her to go into patient rooms.  I
then have to provide TB and VDRL test results and provide assurances that the
student will be under my supervision whenever she is in patient rooms.  This is
just a trial - I've only done this with one student and only for a few weeks, so
this may not be the conclusion of the barriers - but these are some suggestions
to overcome the ones you mentioned.
