I was saddened to hear about CHAMPUS (TRICARE) not covering
LC services.  I think your approach of generating information
is a good idea.  I think I would send the information to a
few places; specifically cost info, info about what an LC is,
problems that LCs can help to avoid....  The grievance office
is a good place to start.  Also the region headquarters; in
yor case Naval Hospital San Diego.  And the TRICARE
contractor (Foundation Health Federal Services), who stands
to save a great deal of money from this.  (The contractor can
request some changes through the Region headquarters office)
 Finally, I would send a copy up to CHAMPUS headquarters.

I am a consultant to the Military health Services System.  I
work in MCH mostly.  Unfortunately, as a consultant I don't
have decision-making authority or LC services would
definitely be covered.  But I do have access to a ton of
information.   Maybe I could supply you the number of births
for which they are responsible (Foundation) and then we could
apply hte Kaiser BF cost savings estimates and show them a
huge $ figure that they could save?
