She may be lactating, but her body is preparing for a new baby. Her brain is
turning her breastmilk into colostrum for the newborn. 

Her brain has already forgotten about the other child, because as far as the
mother's body goes, if she's pregnant with a new child, the "old one" is no
longer part of the picture, no matter how much he's nursing. 

There is no need for huge quantities of colostrum, so she will naturally see
a decline in quantity. 

I must have missed the part where the toddler required his complete
nutrition at the breast.
