I am curious as to what the justification would be to deny pumps to
women who only have cell phones or who are taking Methadone? Does a
land line guarantee a higher level of accountability? How? I suppose
that pay-as-you go phones are easy to obtain, but in my experience a
cell plan requires just as much paperwork as a land line? And
methadone is not contraindicated for breastfeeding mothers
(http://www.ncbi.nlm.nih.gov/pubmed/17478871?dopt=AbstractPlus), so
why would you deny pumps to women who want to breastfeed their sick
infants? Surely, women whose babies are in the NICU are easier to
track down than those whose babies have been discharged?

I'm just perplexed, and trying to understand the concerns. I
understand the WIC population has a unique set of challenges, but I'm
not clear how these two examples add to the challenge.
