Sorry this is a little late, but yes there is a way.  It's called the
HTML Standard (the accepted and official use of HyperText Markup).  It's
*bad practice* to make a site that is unavailable to everyone.  It's
also completely avoidable.

Any Lactnetters who are interested in or have some responsibility for
doing lactation websites can contact me Off-List for more information.

For a quick fix, instead of downloading a huge and bloated version of
Netscape or Explorer, try Opera at http://www.operasoftware.com.  It's
only about a 6 M download as opposed to 22.5 M for Netscape.  It has
settings that let you have it pretend that it is another browser to the
website.  When it identifies itself as Opera it loads the IBLCE website
just fine for me, and in Linux instead of Windows to boot!  ;-)
