You could direct your colleague to The Breastfeeding Atlas 4th Edition, Wilson-Clay and Hoover,  pages 43-45.  If the baby cannot get his mouth around and beyond the teat portion of the shield, he cannot get a good latch.  

I tend to be a little doctrinaire in the other direction.  I think the 24mm shields should be locked up unless that is the only size that will fit around the mother's nipple.
