There ARE differences in perinatal reporting and therefore infant mortality  
reporting between STATES in the USA and also between countries.  In  
California a baby who is an intended therapeutic abortion who weighs 200 grams  (or ANY 
weight) who has a heartbeat or moves or takes one breath is a livebirth  and 
neonatal death.  Some US states do not count the infant as a live birth  until 
a certain gestational age or weight.  I very much doubt that many  countries, 
especially developing countries, count as stringently as we do in the  USA.  
I also know that many infant deaths go completely unreported  everywhere.
