The HIV testing of all pregnant women prenatally is indeed a policy of the NYS Department of Health. If the testing is declined prenatally or when admitted to a facility in NYS in labor, the baby is then tested. This policy is in place to expedite treatment of HIV positive women and to ultimately protect and help prevent the transmission of HIV to infants.
