The wording of the vote is another example of the native-speaker use of the negative, which confuses even native speakers and is even more confusing to non-native speakers of English.  Letters to the Editor of newspapers frequently have examples of complicated negative sentence constructions.
    Let this be a lesson to us all, to write clearly.  Most of us are dealing with new mothers with not a lot of sleep, and we need to remember that any handouts we give the mother need to be clearly worded (no double negatives or complex sentence, no long sentences), have dot points rather than big blocks of type and not too much on the page (lots of white paper showing).
