The suggestion/question that IBLCE consider requiring an 18 hour course
for health professionals and giving a certification for that was
recently raised on Lactnet.    NOCA, The National Organization for
Competency Assurance sets quality standards for credentialing
organizations in the United States.  The NCCA, National Commission for
Certifying Agencies, is the accreditation body of NOCA.  NCCA accredits
the IBLCE program.

Under the rules for accreditation by NCCA/NOCA it is acceptable for a
certifying agency "...to offer education materials for prospective
candidates as long as the organization sponsored education is not a
required prerequisite to obtain the credential and that other methods of
preparation are not available."  (NOCA/NCCA website)

So, in this case, IBLCE offering the course and then testing to give a
credential would be inappropriate.  Obviously, this would be a conflict
of interest.
