Norma writes about babies being unwelcome at some breastfeeding 
conferences and mentions La Leche League conferences where babies are 
welcome and

"nursing mothers manage to attend to the needs of their
children whilst being considerate of the other attendees. They sit at
the back of the room, often on blankets on the floor, and take their
little ones outside if they cannot be immediately soothed."

At our state conference here in Wisconsin we have a third alternative.  
We always have our AV guy film the conference so it is shown on closed 
circuit TV in a nearby room.  That way mothers with noisy babies or 
toddlers can step across the hall when necessary, but not miss a minute 
of anything that is said in the conference room.  That room is also set 
up with space for mothers who want to pump.

I'm an old La Leche League Leader myself, but the last time I went to a 
LLLI conference I said "never again."  Perhaps it's my advancing age, 
but my idea of tolerable baby noises and that of many of the attendees 
was on a very different level.  Not all of the moms with babies felt 
compelled to sit at the rear, and I found all the noise very 
distracting.  I hope out conference set-up better meets the needs of 
young moms with babies as well as us distractible old codgers.
