No, I don't think it makes a difference.  Frank pointed out that near enough is near enough.  Maybe there is more of chance of using a tad too much salt when you use one cup water, instead of 2 cups, but in the grand scheme of life it probably doesn't matter.  (Frank belongs to the school of common sense too :-)  And if a tad too much makes you uncomfortable tell moms 2 cups water and 1 level tsp salt.  Pat in SNJ
