I believe that the IBFAN estimates of how much powdered formula a
baby might need, so as to work out the cost is:

22 kg to 6 months
40 kg to 12 months
63 kg to 2 years.

When we began to experience shortages in Harare, and then no formula
available at all (which is an extremely scary situation) I used to
tell my antenatal moms this was the quantity they'd need to have
already stocked up in their homes, to save their babies from
starvation, before even thinking about making a decision not to
breastfeed. Then there's the water, firewood/gas/electricity (also a
problem at the time!) and extra healthcare costs for a baby not
protected by breastfeeding.
