What culture is it that has a problem with nursing in the common  
room? I mean, besides Americans?

Is this a policy at all RMH facilities? Has a parent or other guest  
ever actually registered a complaint about a mother nursing in a  
common area?  Any chance of getting the press involved in this? What  
side would the Houston newspaper come down on in this story?
