Yes the mother can breastfeed when taking Claritin.  It is the
mother's decision, not the doctor's.  The amount of medication that
gets into the milk is very small, and unlikely to cause problems for
the baby.

Why not the old standards: diphenhydramine?  The old ones cause some
sleepiness, but still work.
