I agree that many people feel very uncomfortable seeing a lot of breast
when a woman is nursing her child.  And that is the image that people
have in their minds when they say that they disapprove of nursing in
public.

The convention in the U.S. is that breasts and nipples stay mostly
covered (in other times, a flash of an ankle was considered risque!).
When I nurse, I don't make an effort to cover up, nor do I open my
blouse up from the top.  I would not feel comfortable, and I know other
people would feel uncomfortable.  There are many other things I do with
other people's feelings of comfort in mind.   I feel that is part of
living in a (hopefully) polite society. On the other hand, there have
been times when I've had an easily distracted baby, and the best thing
for my baby was for me to nurse with a blanket over him/her or go to a
private place.  I finally realized that making my child comfortable was
more important that trying to make a public point.  Therefore, I don't
feel nursing in a modest way is compromising my support of breastfeeding
in public.
