Jennifer,
I cannot say whether baby will ever suck effectively although I cannot
imagine why he would not.  Have you considered having mom pump and use a
supplementer so that the child gets practice at the breast and mom gets
stimulation from the baby?  Then as the child gets more effective, he
will start to get more from the breast and hopefully have less need for
the supplementer.  The Medela supplementer comes with different size
tubing and if both sides are left open is an easier feed for the baby.
And then this could be adjusted as his suck improves.
